The Regional Innovation System and Education(RISE) master plan in Busan Metropolitan City is guided by the vision of creating a “New Wave of Innovation for a Global Hub City by 2030.” It comprises four key initiatives: Human Wave, aimed at cultivating future talent; Industrial Wave, focused on advancing and upgrading regional industries; Social Wave, dedicated to expanding regional value; and University Wave, designed to drive a comprehensive transformation of higher education.
In particular, through the Open UIC (University–Industry Collaboration) model — an integrated framework for cooperation among government, industry, academia, and research institutions — we are dismantling barriers between universities and industry, thereby establishing a virtuous-cycle ecosystem that links talent development to employment, entrepreneurship, and long-term settlement within the region.
